Incumbent is responsible for quality and quantity of work operations of non-supervisory personnel assigned to crew as well as effective on-scene coordination with multiple outside agencies (military and host nation). Individual tasks assigned and competencies required are those defined for a fire officer 2 per applicable International Fire Service Training Association (IFSTA) manuals (Essentials of fire fighting, Fire Department Company Officer) and current edition National Fire Protection association (NFPA) 1021, Standard for Fire Officer Professional Qualifications and 1002 for a Firefighter Work is complicated by the fact that U.S. Army fire departments frequently respond jointly with Host Nation Fire Departments, which are operating under different codes and guidelines, using different equipment. For combined responses, Incumbent has to directly interact with host nation responders and must, additionally to the competencies described above, possess a thorough knowledge of host nation policies, protocols, procedures and equipment. Incumbent usually directs emergency response activities independently at the scene. Tasks include fire fighting, rescue salvage and overhaul, as well as communication and evacuation of occupants and removing supplies. Next higher level supervisor usually is only called in at major incidents, if not tied to overall military command. Ensures that procedures and techniques of firefighting operations, training, equipment maintenance, fire prevention, as prescribed by NFPA, DoD, DA, MACOM and installation directives and manuals are followed. Develops and executes plans, schedules proper resources (human and material), makes assignments and directs routine and emergency operations. Establishes an initial command location and directs all communications from the incident site. Work is reviewed for general adequacy and responsiveness to emergency situations. Guidelines include recognized standards on firefighting techniques and procedures, National Fire Protection Standards, applicable host nation safety standards and regulations, local rules and regulations, of the Fire Chief, and operating manuals for equipment. Decisions include placement and utilization of apparatus, equipment, and personnel. Determines the need to re-call additional staffing, request mutual aid, and/or resources from other support organizations. Makes decisions regarding isolation or evacuation of personnel from the emergency area and the distances affected. Responsible for all concurrent operations relating to the emergency, releasing of information, related reports and notifications while performing the Incident Commander duties. Decisions affect directly health life and safety of victims as well as firefighters assigned. Judgment is also required when making deviations from guidelines based on circumstances at the scene of a fire, bomb threat, riot, etc.
Performs other duties as assigned.
English Language Proficiency Level C1 and German Language Proficiency Level C1 required.
